   I think the never finishing is something that happens in many cities these days. Not sure whether to like it or not.

      There was something existential, as well as humorous behind my wording. I have seen that building for probably years, seemingly without any progress. But beyond that building in particular, and the humor in the title, there is something incessant about not sleeping which affects not just health negatively but also the controversial meaning of “progress”, and endlessness. No wonder you are not sure about liking it or not.
